The program's curriculum, based on academic study and practical experience, helps fellows in forming their educational vision. The subject matter is geared toward the development of educational leadership, with a systemic perspective that connects vision with practice.
 
The program is made up of several complementary components: 

Academic courses and lectures on strategic, theoretical, and philosophical issues and their implications for educational leaders. These include materials introducing fellows to a conceptual world and patterns of thinking that help them clarify their vision and conceptualize challenges they may face as decision and policy makers; and courses that address educational and social challenges in Israeli society and compare them with those in other countries.

The complex subject matter of the various courses—ranging from philosophical concepts and principles to issues of planning and implementation—is intertwined, thus providing an interdisciplinary perspective.
Lectures cover education, philosophy, politics, social affairs, strategic management, humanities and Judaism, policy and leadership studies, and more (for additional details).

Intensive individual study and work with expert facilitators, in order to clarify vision and pursue individual projects (list of projects by graduates in Hebrew)

Symposia and tours that deepen knowledge about issues relating to Israeli society and culture. Fellows encounter the educational system, educational institutions, and leading officials in education and administration. Symposia and mini-courses address specific topics at greater length or in response to fellows’ needs. Among the topics covered by past symposia are globalization and its impact on education and society, leadership, Israeli society, and relations between Israeli and world Jewry.

Practicum and internship in an organization/institution related to the fellow’s areas of interest or individual project. Fellows accompany an educational policymaker to learn about his/her job and familiarize themselves with the field and challenges that decision-makers face. The internship enables fellows to expand their social and professional networks and become acquainted with leaders in the field.
